It should be included with your GDAL install. Can you be more specific
about up-to-date, and say what actual version you installed?
Also note that it is a python script, and not a binary like gdalinfo -- you
will want to search for gdal2tiles.py
Back on the more general topic of creating general webmap compatible tiles
from images, you may be interested in maptiler, a neat GUI that sits atop of
gdal2tiles. Or in TileCache. I wrote a blogpost briefly covering all three
of these at http://porcupinealley.com/2009/oct/15/tiling-kibera/ which some
people may find pertinent.
