I don't see any news on the OGC Website to this effect. I thought I was still seeing it being voted on, but it has been a busy week. Sorry if I'm mistaken...
I do see news from other sources, so perhaps your ahead of the game ;-)

OGC has approved GeoPDF 2.2 (OGC 08-139r1) as an OGC Best Practice. What we've disclosed is the details of the georegistration technique that we've historically used in GeoPDF. However, Adobe has promulgated a slightly different technique, which we'll be using going forward. Adobe's technique can be found at: http://www.adobe.com/devnet/pdf/pdf_reference.html. Hackers who want to create geospatial PDF files should use Adobe's PDF/ISO 32000 extensions, IMO. I've got some musings about what for me are happy developments at: http://geopdf.blogspot.com/2009/02/ogc-approves-geopdf-22-as-ogc-best.html and http://geopdf.blogspot.com/2009/02/ive-been-asked-by-different-folks-why-i.html. It should be a fairly straight-forward exercise to make, say, a GDAL module to create geospatial PDF files. I would have like to have seen this go down, oh, say in 2003, but better late than never!
