I would suspect that David means being able to specify the ratio of rate
of progression of the Google Earth time slider to real time.
A 1:1 might be useful for viewing the movement of an object such as a
vehicle, but other ratios would useful for other visualizations. To
give a specific example, for viewing a 100 years of census data, you
might want to specify the a time ratio of (10 years of Google Earth
time) per (1 second of real time).
