[Geowanking] collaborative mapping platforms

The follow-on to the need to georeference large images is basically
the same thing I was asking about in 2007, namely, I want to apply
raster layers of historic imagery and maps over a base map for my own
use, but basically allow collaboration to both mark up the map and
allow additional layers to be applied. My assumption is that people
won't have their own WMS, but instead I'll need to host the layers;
Multiple raster layers with variable opacity would likely be critical.

I'd be curious to hear the experiences of other geowankers in this
area, or pointers to suggested reading.
