Interesting, and a really neat data source!

But I think the mail layer doesn't really show repopulation, although
it could be changed to give a better picture.

The colour range represents population density, per area in 2008 -
zoom in and you can see as a label, values for 2005 compared with
2008.

So, the map of mail deliveries gives no indication about whether
neighbourhoods are being repopulated. Possibly a more revealing map
would show the difference between these two figures (subtracting the
figures shown on the labels) to see which areas have grown, and
shrunk?
