[Geowanking] info on gps triggered data capture needed

Hello all,

I want to collect data based on location.  I'd like a data capture form
containing existing details to be triggered on a mobile device (prob windows
mobile) when in the near vicinity of an item.

Does anyone know if this type of software exists or how difficult would it
be to develop?   Any help appreciated.
