The Nokia Symbian OS phones can run an app that shows cell reception as a
percentage (with graphs) and show Cell ID information as well.
I think that it may be possible to use one of the USB data cables to connect
to a Nokia phone and view that data on a laptop. I definitely remember
reading something like this at one point.
