Some people immediately suggest mounting 5-6 cameras on a car, 
each pointing in a separate direction.

An alternative method is to have a single (continuously shooting 
video or web) camera, pointing upwards, and a rotating 
periscope-like mirror on top.  Only the mirror needs to rotate 
(the rest is digital image processing), and I guess the entire 
setup should be possible to fit inside a tube of 4 inch diameter.

No, I haven't tried this.
