Checkout the CIA factbook:

http://www.cia.gov/cia/publications/factbook/

"The Factbook is in the public domain. Accordingly, it may be copied freely without permission of the Central Intelligence Agency (CIA). The official seal of the CIA, however, may NOT be copied without permission as required by the CIA Act of 1949 (50 U.S.C. section 403m). Misuse of the official seal of the CIA could result in civil and criminal penalties."

(maps conveniently named after the country code:
http://www.cia.gov/cia/publications/factbook/maps/ag-map.gif (Algeria) )

Looks like that should be quite suitable,

Subject: [Geowanking] Looking for basic country context map service

Greetings, an apologies in advance if this seems like
list abuse but I am squeezed for time and am getting
noweher fast.

I need to find a map service to which I can pass, say,
an ISO 3166-2 code and get back a reasonable little
sketch map showing border, location of capital, maybe
a few major roads. This will be appearing in a UN site
and so should not be heavily commerially tagged or
restricted.

I _know_ there's got be such a beast out there but a
couple of hours with mapdex, google, geographynetwork
et al have yielded nought...

Thanx in advance for any pointers provided.
