[Geowanking] How to Geocode USDA Tract information?

I'm working on a project to quickly raise awareness of the United
States selling National Forests to raise money for building projects.
Unfortunately, the information on the individual tracts of land seems
obscure.

Specifically, I am trying to figure out how to geocode the Tract,
Range, County, "Sections" information into Latitude/Longitude points
or boundaries:
http://www.fs.fed.us/land/staff/spd.html

Anyone with any information, resources, etc. that could point the
right direction. What kind of datum scheme is this?
