[Geowanking] hurricane apps

Discussions on radio here today are making clear that the mantra of  
homeland security and the turf wars over the DHS consolidation have  
crippled FEMA's effectiveness for actual on-the-ground emergency  
management. There are certainly those in the US government who have  
seen that information and capabilities such as below would be  
important - they have just been sidelined in recent years.
