I'll help if I can - I've done mapping applications but not in Flash, 
Flash but not mapping applications and proximity searchable web based 
photo galleries. Oh and I've done PDA / mobile telemetry stuff and GPS 
interfacing stuff but not together :)

I could probably put the whole thing together free of charge for a 
charity but if anyone can suggest a more complete solution that might 
be a better bet for you. Drop me a line if you like anyway - I'm happy 
to discuss it further.
