wait, location-tracking should be available on all phones, regardless 
of whether they have a GPS chipset.

i think the problem lies with the carriers not making this data 
accessible to developers (for privacy reasons, no doubt).  i looked 
into the
AT&T SDK, but it seems to be non-existent.

interestingly, some phones do have an on/off setting location-tracking. 
  (e.g. my Verizon LG6000 allows me to turn toggle my "Location 
Settings" between "E911 Only" and "Location On" (which i'm assuming 
translates to "opt in") .  i wonder when / if this data will ever be 
accessible to developers.
