No it doesn't. The following IP address hasn't been updated since 2001, but is wrong.
It looks like the database isn't updated regularly, and many European IP blocks are simply mapped to Ripe's postal address in NL.

ripe.db.inet6num.gz in the same directory as the RIPE inetnum split.
