This is a naturally distributed problem. For the purposes I have in 
mind, I believe it can be handled by locality based human intervention.

I'm Tony Pryor. I have an abiding interest in grassroots cartography.

I implemented a prototype for subject knowledge cartography in 2001, 
while attending Ars Digita University, the experimental computer science 
school that Philip Greenspun created. That site will be online within a 
few days- I'm currently updating a few static pages.
